This paper discusses recent trends in public‐administration‐led foresight exercises from the perspective of how the choice of objectives and scope is reflected in the methods used. In countries where successive projects have been carried out, one can observe how the evolution in methods employed, aims to increase the impact and effectiveness of foresight. Organizing the discussion in terms of objectives departs from previous approaches in the literature which mostly distinguish between different foresight exercises according to the principal methodology used.

Technology has always inspired social change, but its scale and complexity have begun to bewilder even the politicians and policymakers. Several recent national foresight studies point to a need for socio‐organizational or “soft” technologies to help Europe manage change and respond to major new economic opportunities. Research is required in fields such as neuro‐linguistic programming, the psychology of knowledge management and the ergonomics of the man‐machine interface. “Electronic pets” showed that we can learn to love machines – now the challenge is to embed technology in such a way as to marry science with society.

The boom in online products and services is radically changing many aspects of both the economy and everyday life, and will increasingly affect individuals’ learning needs. This article examines how education systems see their role in the “new economy”, and the means by which they can prepare students for the new tasks, challenges and opportunities they will encounter, while still having to cope with the constraints and contradictions affecting how they operate today.

Increasing urbanization in the Asia and Pacific region is leading to a rapid increase in the number of megacities. A major concern is the issue of sustainable transport. This article describes the procedures used and results of a multi‐economy foresight study of sustainable transport in megacities of the Asia‐Pacific region. Key issues and policy actions needed are identified.

A review of recent foresight exercises reveals some important drivers of research in Europe. In this editorial, we introduce five main areas where science and technology will be required to deliver tangible gains for society and the economy in the coming years. It is no longer enough for research agendas to be dictated by the supply of expertise from the science base. Increasingly, they must respond to social values like access and sustainability, and humanize the interface between technology and people.

Workplace voice is well-established and encompasses behaviors such as prosocial voice, informal complaints, grievance filing, and whistleblowing, and it focuses on interactions between the employee and supervisor or the employee and the organizational collective. In contrast, our chapter focuses on employee prosocial advocacy voice (PAV), which the authors define as prosocial voice behaviors aimed at preventing harm or promoting constructive changes by advocating on behalf of others. In the context of a healthcare organization, low quality and unsafe patient care are salient and objectionable states in which voice can motivate actions on behalf of the patient to improve information exchanges, governance, and outreach activities for safer outcomes. The authors draw from the theory and research on responsibility to intersect with theories on information processing, accountability, and stakeholders that operate through voice between the employee-patient, employee-coworker, and employee-profession, respectively, to propose a model of PAV in patient-centered healthcare. The authors complete the model by suggesting intervening influences and barriers to PAV that may affect patient-centered outcomes.

Following the landmark 2003 Ontario Court of Appeal decision legalizing same‐sex marriage, some same‐sex couples sought to formalize their unions through legal marriage. The purpose of this paper is to explore the personal and political reflections of recently married same‐sex couples on the meaning of their marriages for themselves, their partners, their community as well as the implications for progressive social change in the broader social world.

An ethnographic approach was employed to semi‐structured in‐depth qualitative interviews with six lesbian and gay couples.

An emerging thesis is that, while seeking access to a most conventional and conformist institution, same‐sex couples inadvertently become “cutting edge” couples as they make public their declarations of love and commitment and model new and challenging notions of marriage.

Law should take into account the importance of social and legal recognition of marriage for all. The heteronormativity of marriage is thus challenged from within, to make these types of marriages truly cutting edge.

A national technology foresight project was developed in Portugal in 1999 and 2000 (ET2000) with the major objective to understand and to boost the contribution of engineering and technology (E&T), to improve the competitiveness of Portuguese firms. This project was based on multiple networks promoting debate and interchange of perspectives between policy makers, administration, business and university experts. The work carried out was oriented to support the design and the implementation of policies to develop Portugal as a knowledge‐economy using E&T as a main comparative advantage achieving higher levels of internationalization, competitiveness and sustainability. Major features of ET2000 as well as its contribution to policy making are presented in this paper.
